버마 민주화를 지지하는 한국 시민사회단체 공동 성명 - 버마 '국민의회대표위원회'(CRPP) 창립 기념일에 즈음하여

 

영국과 일본의 식민지배로부터 벗어나 질곡 끝에 건설된 근대국가 버마는 1962년 군부의 쿠데타 이후 현재까지 무려 40여 년 간 독재를 벗어나지 못하고 있다. 그동안 국민의 정치적 자유는 심각히 제한되어왔으며 경제는 침체를 거듭하여 급기야 세계 최빈국 수준으로 전락하고 말았다. 뿐만 아니라 다양한 민족으로 이루어진 이 나라가 다수인 버마족 중심으로 재편되면서 소수민족의 생존을 위협하는 탄압이 지속되고 있는 현실이다.

1988년 8월 8일, 이같이 암울한 현실에 저항하기 위해 일어난 대대적인 민주화투쟁은 사상자만 수천 혹은 수만 명을 기록하며 군부에 의해 무자비하게 진압 당하였다. 다행히 목숨을 건진 학생과 시민들도 대부분 정치범이라는 미명하에 모진 수감생활을 감내해야 했으며, 대학폐쇄는 지금까지 계속되고 있다. 사태 이후 군부가 화해의 제스처로 내건 1990년의 총선거에서 아웅산 수치 여사가 이끄는 버마민족민주동맹(NLD)이 압도적인 지지로 승리를 거두자, 군부는 정권이양을 거부했을 뿐 아니라 수많은 국회의원을 감금, 처형하고 의회의 권한을 축소시켜버렸다. 이후 국제사회의 비난을 피하기 위해 국호를 미얀마로 고치고 주요 선진국의 투자와 관광객을 유치하여 경제회복을 꾀하고 있지만, 최소한의 인권과 평화에 대한 요구는 일절 외면하고 있다.

결국, 8888 투쟁으로 결집되어 회생의 가능성을 보였던 버마의 시민사회는 가혹한 탄압과 착취를 극복하지 못하고 다시금 가사상태에 빠져들었다. 활동가들의 해외 망명이 줄을 잇고 있으며, 열악한 경제적 사정으로 인한 해외불법체류 이주노동자가 양산되면서 이들의 인권이 침해당하고 있다. 그뿐 아니라 십대를 포함한 여성 이주노동자들 중 상당수가 성매매산업에 휘말리고 있다. 삶의 터전을 파괴당한 수많은 소수민족들은 이른바 국내피난민이 되어 정글을 유랑하거나 국경을 넘어 이웃나라의 난민캠프로 흘러들고 있다.

이와 같은 버마의 상황을 염려하는 한국의 시민사회단체들은 2004년 9월 16일, 버마 '국민의회대표위원회'(Committee Representing the People's Parliament, CRPP)의 창립 6주년 기념일을 맞아 굽힘없는 이들의 투쟁을 지지하며 현 버마 군부에 대해 다음과 같이 요구한다.

첫째, 국민의 손으로 선출된 의회를 정상화하려는 CRPP의 대표성과 정당성을 인정하라! 둘째, 불법적으로 감금해온 정치범을 모두 석방하고 진실규명과 화해를 위해 노력하라! 셋째, 개발을 위한 강제노동과 주거지파괴, 소수민족탄압 등의 범죄행위를 즉각 중단하라!

한편 버마군부가 가혹한 범죄행위로 인하여 국제사회의 비난을 면치 못하고 있음에도 불구하고, 한국 정부와 기업은 단기간의 경제적 이득을 위하여 버마사태에 대하여 침묵하고 오히려 군부와 협조하고 있다. 따라서 우리는 한국정부와 기업에 대하여 다음과 같이 요구한다.

한국 정부와 기업은 국제사회의 성원으로서 버마의 민주화와 인권상황개선을 위해 책임있는 자세를 취하라!

Joint Declaration by Korean civil society organizations supporting the democratization movement in Burma - Celebrating the 6th anniversary of the founding of the Committee Representing the People's Parliament in Burma

Burma, which attained independence after the British and Japanese colonial rules, has been under dictatorship for over 40 years since the military coup in 1962. During the time, political freedom of Burmese has been severely limited and the national economy has gone from bad to worse, degenerating into one of the poorest countries in the world. On top of that, the minorities in the country composed of diverse peoples have been oppressed and even their own survival are being threatened as the military junta focus only on the Burmese people, the majority in Burma.

On August 8, 1988, there was a mass uprising to protest the military rule and dreadful economic conditions. The military conducted a cruel crack down on the protest, leaving thousands to even tens of thousands dead. Those who were lucky to survive had to be jailed, labeled as political criminals. And universities have been shutdown since then.

After the protest, the military suggested, as a gesture for reconciliation, that it would hold a multi-party general election in 1990. When the National League for Democracy led by Aung San Suu Kyi won a landslide victory in the 1990 election, however, the military junta not only refused to hand over power, but also jailed or executed a number of members of the parliament and curtailed the rights of the parliament.

Then, in an attempt to avoid criticism from the international community, the military junta changed the name of the country to Myanmar and has tried to recover the fragile economy by attracting investment from major developed nations and tourists. But the junta has never listened to people’s demand for basic human rights and peace.

After all, Burma’s civil society, which showed the possibility of restoring in the wake of the 8888 struggle, again fell into the state of suspended animation, faced with harsh oppression and extortion. More and more activists opt for political asylum. As many Burmese go overseas to work due to fragile domestic economy, many of them become illegal residents in host countries and their rights are infringed. Not only that, a large number of women migrant workers including those in their teens engage in the sex industry. And many minorities who were deprived of their homes become nomads, wandering about the jungle or flee for refugee in neighboring countries.

On September 16, 2004, Korean civil organizations concerned about the situation in Burma express our support for the unswerving struggle of the Committee Representing the People's Parliament (CRPP), which celebrates its 6th anniversary and deliver our demands to the current military junta of Burma.

l        First, recognize the representation and legitimacy of the CRPP which strives to make the parliament elected by the people return to normal and work.

l        Second, release all the so-called political criminals who have been illegally imprisoned and take action to uncover the truth and work for reconciliation.

l        Third, immediately stop the criminal activities such as destroying the residential areas and forcing the residents to work for economic development, and oppressing the minorities.

Despite the fact that the Burmese military junta is under harsh criticism from the international community for its cruel oppression, the Korean government and some companies are silent about the situation in Burma and rather cooperate with the military junta for the short-term profits. Thus, we also express our demands to the Korean government and companies.

The Korean government and companies, as responsible members of the international community, should take interest in democratization and improvement of human rights in Burma.
